Position Summary
Reporting to the Chief Administration Officer (CAO), the Housing and Capital Projects Manager oversees Capital Projects for Housing and PRFN’s Infrastructure. This role administers, plans and oversees, communicates and makes recommendations to the  CAO for Chief and Council in regards to all Capital projects. This position also engages with membership. The Housing and Capital Projects Manager contributes towards the leadership, planning, and direction of the organization while ensuring clarity around organizational priorities and goals.

Primary/Core Responsibilities
Housing

  • Provides oversight of all properties and buildings, including maintenance, repair,  upkeep, new construction, expansions, upgrades, renovations, etc.
  • Develops and maintains an annual plan to maintain and upgrade the quality of housing following the estimated remaining life of the property, and in alignment with policies and plans.
  • Performs annual housing inspections and appraisals, then plans renovations and repairs based on these reports.
  • Oversees project schedules, cost analysis, and permits, engaging contractors and trades as required.
  • Builds and maintains positive working relationships with members, and ensures this by providing consistent and regular communication.
  • Coordinates projects in the community that includes communication with vendors,  contractors, members, etc.
  • Coordinates and plans maintenance for homes, buildings, and other infrastructure in collaboration with the Operations and Maintenance Manager.
  • Administers the housing application process; both community and urban housing.
  • Provides input into Housing policies and procedures.
  • Sends correspondence regarding issues, complaints, etc., to the CAO.
  • Maintains property files, ensuring all information is accurate and up to date.
  • Collaborates with and assists the Operations and Maintenance Manager with housing and general maintenance within the community as required.

Capital Projects 

  • Provides general technical and capital project management support, including program and financial analysis.
  • Participates in the review and implementation of the capital plan providing input and recommendations.
  • Engages with membership for input on capital projects and provides updates to members.
  • Leads definition of project objectives, scope development, and front-end engineering in support of the project development and execution.
  • Manages all projects funds according to established accounting policies and procedures.
  • Works with and manages outside contractors to ensure completion of projects, and to ensure compliance with regulations, and policies and procedures.
  • Establishes and maintains relationships with Government agencies, engineering firms,  suppliers, and contractors.
  • Oversees and manages Capital budgets to minimize variances to ensure targets are being met.
  • Prepares Capital business and/or strategic plans for the short-term and long-term in conjunction with the overall Nation’s goals.
  • Calls for and reviews tenders forbids, and awards contracts.
  • Prepares reports for funding agencies as required.
  • Collaborates with and assists the Operations and Maintenance Manager with maintenance related to capital projects, as well as with general maintenance within the community as required.

Qualifications
Training, Education and Experience

  • Bachelor’s degree in engineering, or a related field, or an equivalent combination of education and experience.
  • Seven (7) years of increasingly responsible project management experience in construction management, public works maintenance management, or related activity including three (3) years of management and administrative responsibility in a municipal setting or a First Nation community.
  • Project Management Professional (PMP) is an asset.
  • Valid BC Class 5 Driver’s License.
  • Satisfactory Criminal Record Check.

Knowledge, Skills and Abilities

  • Comprehensive knowledge of regulations and standards and governing bodies as they relate to housing management in an Indigenous community.
  • The capability to foster and maintain strong relationships both internally and externally.
  • Understanding of home maintenance and repairs, as well as home construction and renovations.
  • Detail-orientated, strong analytical, critical thinking and problem-solving skills.
  • Knowledge of infrastructure and public works.
  • Well-developed communication and interpersonal skills, including conflict resolution.
  • Financial literacy with the ability to manage budgets and associated expenses.
  • Strong project management skills.
  • Ability to exercise and model a high degree of professionalism and confidentiality.
  • Intermediate computer skills and MS Office including Word, Excel, PowerPoint, and  Outlook.
  • Critical thinking and problem-solving skills.
  • Genuine respect for Prophet River First Nation culture and protocols.
